The count comes before the price
For an event, the figure used across the industry is roughly one unit per fifty people over four hours, a starting point that assumes no alcohol and a defined end time. Both of those assumptions push the number up when they fail. On a construction site the count follows the crew rather than the calendar, and it needs revisiting when the crew grows rather than after the existing units are overwhelmed.
A quote built on a lower count is a cheaper quote for a worse event. If two numbers differ substantially, check the unit count before you check the price.
Where the quotes actually diverge
Two quotes on the same job can be far apart, and it is almost never the unit itself. Service frequency is the largest single line and the one most often left unstated. Weekly is the default and it is enough on a lightly used unit; on a busy site it is not. Delivery and pickup are charged largely independently of rental length, which is why a four-week rental frequently costs less than twice a two-week one — and why very short bookings look expensive per day.
