The West Valley splits cleanly. North of Ventura Boulevard the pattern is commercial and multi-family construction around Warner Center, where sites are large and bookings run for months. South of it, the hillside properties in Encino and the Woodland Hills slopes generate short residential bookings on constrained lots.
